Monitor stuck at 60Hz

Measure first. Run the refresh rate test above and let it settle for five seconds. If it reads near 60 on a monitor rated higher, work through this.
Two causes account for nearly everything: Windows is set to 60 and never changed, or the cable physically cannot carry more.
1. Set it in Windows
Windows defaults new displays to 60Hz and silently resets to 60 after some GPU driver updates. Check here first because it costs nothing.
Settings → System → Display → Advanced display
Pick the correct monitor at the top, then choose your rate from Choose a refresh rate.
If the higher rate is not in the list at all, Windows is not being stubborn — the connection cannot deliver it. That is section 2.
2. The cable is the usual culprit
This is where most people get stuck, and it is arithmetic rather than a setting.
Every cable standard has a fixed bandwidth ceiling. Resolution multiplied by refresh rate multiplied by colour depth must fit under it, or the mode simply is not offered.

The practical takeaways:
4K at 120Hz needs HDMI 2.1 or DisplayPort 1.4. HDMI 2.0 cannot do it at any cable quality. 1440p above 144Hz wants DisplayPort. HDMI 2.0 runs out. The cable in the monitor box is often the cheapest one that works at 60Hz. Manufacturers ship to a price.
Cables are not labelled usefully. An “HDMI cable” tells you nothing — look for Ultra High Speed certification for 2.1, or Premium High Speed for 2.0.
If you have a DisplayPort input free, use it. It is almost always the higher-bandwidth path on a PC monitor.
3. You are plugged into the motherboard, not the graphics card
On a desktop with a dedicated GPU, the motherboard video outputs are wired to the CPU’s integrated graphics. They work, so nothing seems wrong — but they are usually limited and may bypass your graphics card entirely.
The graphics card ports are the horizontal row lower down the back of the case. Use those.
4. Docks and adapters
USB-C docks, KVM switches, and HDMI-to-DisplayPort adapters each impose their own ceiling, and it is frequently lower than either device.
Many USB-C docks share bandwidth between video and everything else on the port. Connect the monitor directly to the machine to test. If the rate jumps, the dock is the limit and no setting will change that.
Passive adapters are particularly bad — a passive HDMI-to-DisplayPort adapter often caps at 4K 30Hz regardless of what is on either end.
5. Set it in the GPU control panel too
Windows and the GPU driver keep separate settings, and they disagree.
NVIDIA Control Panel → Change resolution — set the rate, click Apply. AMD Software → Display — same.
If the mode you want is missing, both are being limited by section 2.
6. Laptops: check the power settings
Many laptops with high refresh panels drop to 60Hz on battery deliberately, and some do it under any power saving profile.
Plug in the charger and measure again. If the rate jumps, that is the feature working. You can usually disable it in the vendor’s control centre, at a real cost to battery life.
7. Check the monitor’s own menu
Some monitors ship with the high refresh rate switched off in firmware, particularly over DisplayPort. Look through the on-screen menu for DisplayPort version, Overclock, or 144Hz mode and enable it.
Anything sold as overclocked above its native rate is always off by default.
